At the December 7, 2022, Board of Public Works (BPW) meeting, Governor Hogan honored Maryland Department of Planning’s (Planning) David Cotton with a citation recognizing his diligent leadership of Maryland’s Appalachian Regional Commission (ARC) program in 2022.

David Cotton,  ARC Program Manager and Director of Planning’s Western Maryland Regional Office, made the cover of the 16th edition of TrailGuide, the official, authorized guidebook for traveling the Great Allegheny Passage and C&O Canal Towpath. David has been instrumental in the development of the Great Alleghany Passage in his official capacity with Planning, and is a bicycling enthusiast himself.

Meet the Planning Staff: David Cotton

Meet the Planning Staff

David Cotton may not be new to Planning, but we are pleased to feature him in this month’s Planning Practice newsletter as a means to celebrate his many accomplishments. Having served as regional planner for the past 20 years, Dave became Director of the Western Maryland regional office in October. Most recently, Dave stepped into an exciting new role as State Program Manager for the Appalachian Regional Commission (ARC). Established by an act of Congress in 1965, ARC is a regional economic development agency that represents a partnership of federal, state, and local government (See the related article on the ARC).
