Meet the Staff

Brooks Phelps joined the Maryland Department of Planning (MDP) in September 2022 as the Regional Planner for Central Maryland.

Previously, Brooks worked at the Howard County Office of Transportation as a GIS Specialist on projects ranging from bike lane implementation to analyzing crash data, and for the Baltimore County Department of Planning and Zoning as an Associate focusing primarily on permit review and mapping.

Since joining MDP, Brooks has worked on comprehensive plan and water and sewer plan reviews, but especially enjoys representing the department on the Maryland Bicycle and Pedestrian Advisory Committee.

Brooks received his master’s degree in community planning from the University of Maryland, where he similarly earned his undergraduate degree in English Literature. A Maryland native, he grew up in the Towson area and currently lives in the Hampden neighborhood of Baltimore City with his wife, Alex, and dog Rico.

In his free time, Brooks says he likes to bike, travel, and play guitar.
