Chuck Boyd is the Director of Planning Coordination for the Maryland Department of Planning. He is responsible for preparing and implementing major policy and management initiatives related to local assistance, environmental planning, and infrastructure policy planning. Tasked with a wide range of assignments, he works with staff from the department, other State agencies, local officials, stakeholders, and the public.
Prior to joining the department, he provided consulting services to state, regional, and local governments in preparing comprehensive plans and land use regulations. He also served as Director of the Planning Department for the City of Frederick, Maryland for ten years and as the assistant director for the Largo City Department of Community Development, Florida. As the Comprehensive Planning Section Supervisor for the Howard County Department of Planning and Zoning, Maryland, Chuck coordinated the preparation of the Howard County 1990 General Plan that received the 1991 National APA Outstanding Planning Award for Comprehensive Planning.
Chuck holds an M.R.Pl. degree in urban and regional planning from Pennsylvania State University and a B.A. in political science from Dickinson College. He is a member of the American Institute of Certified Planners. When not focused on planning and its implementation, Chuck likes to garden and spend time with his wife.
I am tracing what happened to the term “Tourist Home” (Dwelling providing lodging to Transient Guest) in the Use Matric of the Frederick City LMC. It appears that it was removed as a part of the 2005 updates and Chuck may have information concerning same.. Can you or anyone shed any light on what happen to it and way Airbnbs would not be a Tourist Home and subject to Conditional Use regulations?
